Programme Operation Context

Although Angola is one of Africa's major oil producers, it  is considered as  one of the world's poorest countries, with  the continent's lowest life expectancy rates.

Angola is striving to tackle the physical, social and political consequences of the 27-year civil war that ravaged the country after it gained independence.

The country faces the daunting tasks of rebuilding its devastated infrastructure, of retrieving weapons from its heavily-armed civilian population and of resettling tens of thousands of refugees and IDP’ s who fled the fighting. Millions of Angolans are dependent on food aid.

 

Beyond, Angola has committed to a political decentralization framework in a context where the capacity, the structures and the people and leaders mind set still inclined to a very high top down approaches and do not have implementation capacity.  

 

The civil society‘s capacity and NGO movement is very weak and most of them is involved in contractual service delivery. The current political and economical governance system offer very limited space for accountability and citizenship movement despite the peace accord arrangement and its positive effect on security of the country.

 

Angola experiences a huge level of social and economic inequality and disparities between regions and social classes due to the inheritance of colonialism, the collapse of the socialism and the implication of an open policy of liberalization that has promoted systemic dynamic of corruption, marginalization, elitism and social classes.

General Programme Objective

The program aims to contribute to the reduction of the causes of poverty, social exclusion and vulnerability of poor communities in isolated areas in Angola.

Thematic focus and Activities
 

ACORD Angola area program works mainly in four Provinces: Luanda, Namibe, Bie ( Camaculpa and Catabola municipalities), Huila. The program is working in three main thematic areas. The issue of Gender is crosscutting

The ACORD programming framework is made up of the

following components :

  • Livelihood

  • Conflict

Thematic focus and activities

Livelihood:  Acord is supporting local NGOS working with a focus on intermediation on microfinance, capacity building of CBOs, and basic services in the urban area in Luanda and Lubango. In addition, ACORD is actively involved in advocacy network on land and PRSP issue building on the knowledge and relationship at community level. ACORD program manager is one of the leaders of local civil society on those issues.

Conflict: ACORD is tackling the issue of conflict through community participatory research on conflict as part of a bigger ACORD project covering 4 countries( Angola, North Uganda, Sudan, Mali) on community conflict transformation and a recent initiative on ex- combatants reintegration in the province of Bie ( Camaculpa  and Katabola municipalities). This  consists on supporting the ex-combatants  to access to credit resources, training in management capacity, information, space for debate at local level,  traditional reconciliation mechanism to help for their integration in community and their relation with ex-military and the community. ACORD also provides capacity building of NGOs to sustain this process of reintegration of ex-combatants.       

HIV/AIDS :  HIV/Aids is mainstreamed in all the projects. It includes aspect of sensitization, research, training, support to partners and active participation in networks on HIV/Aids.

Governance and Decentralization: The program is carrying two parallel approaches. One is about capacity building of local authorities at municipality level, to prepare them to take over the effect of effective decentralization and especially, budget management and planning. In addition, ACORD provides training to local government on participatory approaches sensitive to gender. On the other side, ACORD strengthen the capacity of local NGOs and CBOs to engage with the local authorities through participation in bottom up planning, and negociations on community critical issues like lands.

 Who do we work with

ACORD through that initiative is working at community level with IDPs, returnees, EX-combatants and host communities both in rural and urban areas.

ACORD in the most of time will support the capacity of CBOs or NGOS to work with communities. In that capacity, ACORD is building on that core of CBOs and NGOs, which it supports and build the capacity, to carry out the agenda of social action by building their competencies in policy literacy, accessing to information and building critical awareness on policy and practices.

ACORD also is working with local governments actors and other NGOS like SNV, OXFAM, INTERMON, FONGA, NDI, CARITAS,GPS, IRSEM, Churches, GAV…

At national level ACORD is member of the network of international NGOS.

 The main advocacy issues:

Thematic Programmes
Its aim is to address crosscutting issues, which affect the Africa continent. Thematic programmes in ACORD are about the issues within area programmes and those that go beyond the geographical proximity of the area programmes. They are strategic interventions on interrelated issues to bring about change at different levels - from local to global. The aim of the Social Action Programme is to address policies, systems, attitudes, practices and institutions, which lead to social injustice by supporting people in the margin of African societies into joining and strengthening the African and global social movement, whilst ensuring that ACORD is part of the process, across Africa and globally. ... more

Organizational Development Programme
The aim of the Organisational Development Programme is to try and develop an institution, for which governance, staff and systems reflect its engagement for social justice and development both inside and outside.
