Programme Operation Context

Rwanda is one the poorest countries in the word. This situation has been worsened by the experience of the African  worst genocide in modern times. The country still struggling to emerge from this historical shock which illustrates the very deep divisions and tension between its social groups.  Rwanda still remains also on  war foot and has many time in recent years been obliged to go for war with its neighbors countries especially DRC .

 

Recent efforts in term of economic growth characterized by an open economy are over shading the desperation of millions of poor farmers leaving in chronic food insecurity. This is worse for the hundred of women and children who are heading households in a context of where the policy environment has not cope yet with this situations inherited from the genocide.

The political context in Rwanda, traumatized by the legacy of the genocide and permanent fear of new eruption of social violence or under that pretext, is really leaving little space for social movement and civil society engagement.

The government has set up a community led framework of management of community development  which today still struggling to be effective mainly because of mind set and non preparation of both communities and governments authorities and suspicions around the agenda.

General Programme Objective

The program is supporting  dynamics  of responsibility and leadership within the poor community by encouraging the self promotion of social forums capable to mobilize the poor citizens in the fight against poverty and social injustice

Thematic focus and Activities
 

ACORD Rwanda area program works mainly in Seven districts of 7 provinces of Rwanda

The ACORD programming framework is made up of the

following components :

  • Livelihood and Gender

  • Local Governance

Thematic focus and activities

Livelihood and gender :  in attempt to respond to the genocide  effects that generated hundred of thousand of households headed by women and children without any political and policy framework, ACORD is supporting those groups in securing their livelihood through rehabilitation of their livestock and income generating activities, basic services  like water,  health insurance as well as  legal assistance in courts , creation of awareness on rights, creation of caucuses, HIV/aids preventions and  unwanted pregnancies.    Acord is supporting 9000 women headed household, 3000 children headed households,

Local governance  : ACORD is supporting 30 sub counties of about 6000 household where elected community development comities( CDC) are involved in community development planning and management. ACORD is supporting this process in providing training to the local authorities and CDCs in participatory processes, monitoring and evaluation and planning and creation of awareness on social exclusion and gender equality. 

ACORD has been supporting the creation of space for debate on poverty issues involving the partners we work with in area of involvement of ordinary citizens in civil society movement, ownership by ordinary citizen of poverty reduction strategies. This has been supported by a process of research on social movement in Rwanda and the setting up of network of local ngos involved in poverty reduction issues and livelihood.

Thematic Programmes
Its aim is to address crosscutting issues, which affect the Africa continent. Thematic programmes in ACORD are about the issues within area programmes and those that go beyond the geographical proximity of the area programmes. They are strategic interventions on interrelated issues to bring about change at different levels - from local to global. Social Action Programme
The aim of the Social Action Programme is to address policies, systems, attitudes, practices and institutions, which lead to social injustice by supporting people in the margin of African societies into joining and strengthening the African and global social movement, whilst ensuring that ACORD is part of the process, across Africa and globally. ... more

Organizational Development Programme
The aim of the Organisational Development Programme is to try and develop an institution, for which governance, staff and systems reflect its engagement for social justice and development both inside and outside. In this context, for instance, the programme is ensuring a process of transformation of 500 members of ACORD staff across Africa into active citizens in their own countries and globally.
