Programme Operation Context

Lake Chad basin covers a part of Niger, Nigeria, Cameron and Chad.  The general analysis of the area is that climatic factors are contributing to the deterioration in the livelihood of the people.

 

The change in the rainfall regime over the 25 years has changed the landscape and disrupted human activities. This has affected the basin of life, which is the main defense against food insecurity for the agricultural, animal, husbandry and fishing communities present on its main islands. The basin is the essential element in the overall ecological balance of the sub region. 

 

The region is known of having poor rural areas that the people survive on seasonal work and cross-border smuggling to survive. The state investment is low and there is week civil society participation in governance system. 

 

The main thematic areas:

The program runs across three countries namely Cameroon, Nigeria and Chad.

 

The program adopted a progressive development approach to implement program activities as per availability of resources. As such, the program is evolving and adapting from activities developed since decades in Chad. The following are areas or activities:

 

The program is working with villages associations, government structure (Agriculture, planning) and  various numbers of International actors in the region. It is working with about 130 villages in area of Mongo, Am Dam, Bokoro and a part of  rural de Ndjamena. 

ACORD is member of CILONG, the network of international and local NGOs.

The following are area of concentration:

Livelihoods and civil society/social action:  ACORD is supporting in Mongo, Bokoro, Am Dam, districts to elaborate village developments Plans. This process involves local authorities, local state technical services and communities. It is based on ACORD elaborated methodology on community intervention (MIC in French). During the process of planning, the villages form in that process, villages associations that catalyze, manage, and monitor the implementation of the plans.

The program targets the semi arid pastoralist area of Burkina, Mauritania and Mali. The activities could be synthesised in the following area:

Thematic focus and activities

ACORD supported the building of grass-roots action through the formation of inter-villages associations that are building critical mass for engagement with states and other stakeholders. 

ACORD then provides support in capacity building of the villages associations and villages’ federations in providing training on legal issues affecting their common life, management of the development plans and monitoring of the development plans, and engagement with donors and local government. ACORD has also trained paralegal officers to support villages associations.

ACORD will support then some of the key areas of the villages development plans especially aspect of income generation activities for women associations, access to water and swamp management. For others, ACORD support also villages in intermediation and resource mobilization.

ACORD is part of national network of NGO and has been very active in advocacy around the issue of oil in CHAD, fighting together with others for establishment of a proper framework and mechanism of management of oil resource for the better of the poor communities and sustainable development through  respect of environment and investment in pro-poor programs./    

 HIV/aids:  awareness and sensitization of communities groups and especially sex- workers and support to women groups in income generating activities. Special revolving funds have been established with regards to this area.

Thematic Programmes
Its aim is to address crosscutting issues, which affect the Africa continent. Thematic programmes in ACORD are about the issues within area programmes and those that go beyond the geographical proximity of the area programmes. They are strategic interventions on interrelated issues to bring about change at different levels - from local to global. Organizational Development Programme
The aim of the Organisational Development Programme is to try and develop an institution, for which governance, staff and systems reflect its engagement for social justice and development both inside and outside.
